Paper published - Interpretation of the convention refugee definition in the case law

The Immigration and Refugee Board of Canada (IRB) has published an updated version of the paper Interpretation of the Convention Refugee Definition in the Case Law

This paper discusses the definition of Convention refugee, which is incorporated into Canadian law by sections 95 to 98 and 108 to 109 of the Immigration and Refugee Protection Act (IRPA).

Prepared by IRB Legal Services, this update replaces the previous 2018 version and includes case law up to March 31, 2019. It includes two new chapters on Applications to Cease Refugee Protection and Applications to Vacate Refugee Decisions.

The IRB is committed to promoting access to justice. We hope this paper will be a valuable resource for those who appear before the Board and their counsel, as well as for academics and the public.
