As part of our ongoing commitment to meaningful access to justice and to continuous improvement in the quality and consistency of our decision-making, the Immigration and Refugee Board of Canada (IRB) has published an updated version of its paper, Interpretation of the Convention Refugee Definition in the Case Law. The paper has been expanded to include a new chapter on the definition of “person in need of protection" and has been retitled Interpretation of Convention Refugee and Person in Need of Protection in the Case Law.
This paper discusses key legal concepts as well as relevant case law. It replaces the 2019 version and references case law published on or before December 31, 2020.
