Amendments to the Refugee Protection Division (RPD) Rules came into force on November 3, 2026, to align with changes introduced by the Strengthening Canada's Immigration System and Borders Act (the Act). For more information, see the amended RPD Rules, which will be published in the Canada Gazette, Part II, on November 4, 2026.
The RPD Practice notice on procedural issues (PNPI) was also amended to align with the RPD Rules and the changes introduced by the Act. Importantly, the PNPI introduces temporary transitional measures intended to give claimants and counsel time to adapt to the new requirements. For more information, see the PNPI questions and answers.
The refugee protection claim process web content has been updated to reflect the new procedures, requirements and time limits. This will help people appearing before the IRB find information easily and better understand new refugee claim procedures and requirements.
