The Immigration and Refugee Board of Canada (IRB) does not have a Gender-Based Analysis Plus (GBA+) implementation plan per se. The IRB does not develop legislation or public policy, but rather policy instruments that aim to fill gaps in guidance provided by legislation, for use internally by the IRB’s decision-makers and support personnel as they carry out the IRB’s mandate. The analysis and development of these internal policy instruments includes consideration of gender diversity. The IRB is an independent administrative tribunal whose mandate is circumscribed by the
Immigration and Refugee Protection Act (IRPA). When consulted by government on impacts that proposed government policy may have on the IRB’s work, the IRB conducts a GBA+ and provides input as appropriate. | 50% of one full-time equivalent. | In 2019–20, the IRB will continue its review of the Chairperson’s
Guideline 4: Women Refugee Claimants Fearing Gender-Related Persecution, which was last updated in 1996. This update will include broadening the subject matter to include all refugee protection claimants fearing gender-related persecution.
In May 2017, the IRB Chairperson issued
Guideline 9: Proceedings Before the IRB Involving Sexual Orientation and Gender Identity and Expression. The IRB will continue its review of the use of the Guideline by IRB members in 2019–20. |
