The Refugee Protection Division (RPD) of the Immigration and Refugee Board of Canada (IRB) has published a new Consolidated Practice Notice on Procedural Issues (CPNPI) to expand access to justice for those appearing before the RPD.
In particular, the CPNPI:
- combines important policy and procedural information into one document – making it easy to find for parties
- introduces new forms to help parties submit applications to the RPD – making sure they have clear information on what is expected so they can receive their decisions faster
- extends the time limit for submitting the Basis of Claim (BOC) Form for all claimants to 45 days, and removes the partial BOC Form in Quebec – improving clarity and consistency for claimants, nationally
The CPNPI does not come into force until July 31, 2023. This delay in implementation provides time to learn about the new procedures and their impacts. Starting on July 31, 2023, parties must follow the new procedures set out in the CPNPI, including the use of the new application forms.
